Actually the plans listed by Paul look like a jumble
of overcommittment. He mentions
s Spain and Macedonia and Judea and Rome and in a
few sentences. Given the travel at the time it
implied months if not years. So they were not well
organized plans. in fact he may never have been to
Spain.
So planning is NOT the message
